STP&I Dismantling Yard Site Visit

Sri Racha, Thailand, May 17, 2023 – STP&I Laem Chabang Dismantling Yard, a leading facility in Thailand’s dismantling and decommissioning industry, hosted an enlightening visit on 17 May 2023, from SEELOS delegation, a project funded by Engineering X, Royal Academy of Engineering, United Kingdom. The event, held from 9:00 AM to 1:00 PM, showcased Thailand’s capabilities in safe, sustainable, and economically sound decommissioning practices.

STP&I’s dismantling yard is renowned for its status as the first and one of the few facilities in Thailand possessing the prestigious 106th factory license from the Department of Industrial Works. The yard’s reputation extends to recognition from key concessionaires and regulatory bodies, including the Petroleum Safety and Environment Division from the Department of Mineral Fuels (DMF), the Department of Industrial Works (DIW), and the Petroleum Institute of Thailand (PTIT), for its ability to conduct onshore dismantling operations to the highest standards.

SEELOS’s visit was a remarkable opportunity for knowledge exchange and collaboration. The organization sought to gain direct exposure and observe the decommissioning of oil and gas structures in ASEAN countries, with a particular focus on Thailand.

The goal was to enhance understanding and competence in the waste material cycle associated with structural decommissioning work in the oil and gas sector and its associated facilities.

During the visit, SEELOS had the privilege of witnessing STP&I’s dismantling yard’s technical prowess. The facility is equipped to handle the dismantling and decontamination of various materials from the petroleum industry, including topsides, pipelines, subsea equipment, and other contaminated materials. Additionally, the yard provides temporary storage for scrap and hazardous materials, ensuring safe and responsible disposal.

A crucial aspect of the dismantling process is the decontamination of hazardous inventory, overseen by specialist subcontractors. This meticulous process includes seal inspections on barges, material screening during dismantling, isolation and transportation, decontamination, final inspections, and waste treatment and disposal. These measures not only protect the environment but also ensure the safety of workers and the surrounding community.

Mr. Kitti Junsangsri, Marketing and Estimation Manager of STP&I, expressed his enthusiasm for the visit, stating, “SEELOS’s visit is an important step in promoting sustainable practices in the structural decommissioning of oil and gas facilities. We are delighted to share our expertise and collaborate with organizations that share our commitment to safety, sustainability, and responsible waste management.”

Prof Omar Yaakob, the SEELOS project leader, thanked the STP&I delegation for the fruitful conversation and sharing session at the end of the visit. The visit from SEELOS highlights Thailand’s growing prominence in the field of safe and sustainable decommissioning practices. STP&I’s commitment to excellence and environmental responsibility is contributing to a cleaner and safer future for the industry and the ASEAN region.
