Prof. Dato’ Ir. Dr. Abu Bakar Jaafar, a prominent advocate for environmental stewardship and renewable energy, as well as the founder and Research Fellow of the UTM Ocean Thermal Energy Centre (UTM OTEC), has been awarded the prestigious 2024 Uehara Prize. The award was presented to Ts. Dr. Sathiabama T. Thirugnana, Director of UTM OTEC, as his representative during the 10th International OTEC Symposium (IOS) in Rio de Janeiro, Brazil, in recognition of Prof. Abu Bakar’s exceptional contributions to advancing Ocean Thermal Energy Conversion (OTEC).

A Trailblazer in Renewable Energy
Prof Abu Bakar’s academic and professional journey is as impressive as it is impactful. From earning his Bachelor’s degree in Mechanical Engineering at the University of Newcastle, Australia, to completing his Ph.D. in Marine Geography at the University of Hawaii, he has consistently shattered boundaries. His pioneering research on converting solar energy into hydrogen in 1975 set the stage for his lifelong devotion to renewable energy.
As Malaysia’s Director-General of the Department of Environment (DOE) from 1990 to 1995, he seamlessly combined scientific insight with policymaking. Under his leadership, Malaysia adopted forward-thinking environmental policies that continue to resonate. On the global stage, he was nominated by the Government of Malaysia and elected over three 5-year terms (1997-2002)(2002-2007)(2007-2012) by the States Parties to the UN Convention on the Law of the Sea 1982 into the Commission on the Limits of the Continental Shelf, earning international respect for his expertise.
Championing OTEC Development
Prof Abu Bakar’s vision and determination have driven the development of Ocean Thermal Energy Conversion. In 2013, under his guidance, UTM established the Ocean Thermal Energy Centre (OTEC), a bold step into renewable energy innovation. As the co-founding director, he led groundbreaking research, fostered international collaborations, and propelled the centre toward global prominence.
Among his notable achievements, the SATREPS-OTEC program, a partnership between Malaysia and Japan, introduced advanced hybrid OTEC technology to Malaysia. This initiative unlocked opportunities for large-scale renewable energy projects. In 2024, his advocacy has led to Sabah State Assembly legislation amendment to recognize OTEC as renewable energy, paving the way for initial investments worth USD 2.25 billion.
