INTRODUCTION

Occupational Safety and Health Master Plan 2016-2020 (OSHMP 2020) has been launched early this year and it is a strategy and a program designed to boost the level of occupational safety and health (OSH) in Malaysia in order to realize the goals of Vision 2020. OSHMP 2020 implemented to contribute to the reduction of occupational accidents and diseases and to assist the government’s efforts in improving the quality of life. The Master Plan was developed in line with the direction of government where each strategy is developed to support the foundations towards a Developed and High Income Countries. High level of OSH also will help employers to improve productivity and competitiveness. Through OSHMP 2020, a number of objectives have been identified including the reduction of the mortality rate to 4.36/100,000 workers and a reduction in the rate of accidents to 2.53/1,000 employees by 2020. Furthermore, safety and health officer (SHO) play an important roles to support the aim of accomplishing OSHMP 2020 objectives. In a workplace, all of OSH related issues will be organized and depends on SHO. However, there are few cases that show the weaknesses of SHO in handling the hazards and complexity of a process condition where it leads to a greater risk of accident and fatality in a workplace. The other challenge is related to SHO that is not active in a workplace causing the reduction of safety performance. Therefore, this symposium aims to enhance knowledge and skills of SHO hence the definite roles of SHO can be implemented effectively and OSH excellent can be achieved. In this course, the essential elements within the Safety and Health Officer duties under Regulation 18 of the Occupational Safety and Health (Safety and Health Officer) Regulations 1997 will be discussed and elaborated as a basis and direction in creating a work environment that is safe, healthy and conducive as well as to achieve the objective of OSHMP2020

COURSE OBJECTIVE

The overall objective of this course is to disseminate the information, objectives and target of OSHMP 2020 focusing on SHO roles and responsibilities towards the aim of reducing the rate of accidents and fatalities. The course also has been designed to:

  • Identify the activities and elements needed to reduce the fatality and accident rate in a workplace
  • Ensure that participants are familiar with the strategies related to SHO roles and responsibilities.
  • Provide the participants with the industrial best practices on safety implementation at work
  • Expose participant with 8 keys of SHO duties towards OSH excellent
